Like Reagan, Obama will take oath twice

Courtesy Ronald Reagan Library

President Ronald Reagan is sworn in for his second term in a private ceremony on Jan. 20, 1985, with his wife, Nancy Reagan, at his side and Chief Justice Warren Burger administering the oath in the White House Cross Hall, Grand Staircase.

By Jeff Black, Staff Writer, NBC News

Updated at 12:15 p.m. ET: For the first time since Ronald Reagan?s second term, a president has taken the oath of office for a term first in a private ceremony at the White House.

The Constitution says that the president must take office on Jan. 20. But if that's a Sunday, public inaugural festivities -- which for Obama will include a re-enactment of the swearing-in from Chief Justice John Roberts -? are saved for Monday.

So, Obama's swearing-in Sunday was a brief private affair in the Blue Room of the White House, an ornate oval room often used to receive official guests. Only Obama?s immediate family and a few reporters attended. The ceremony was televised live and streamed live on the Internet.

Reagan?s official ceremony took place at the grand North Entrance Hall to the White House, a roomy foyer where tours of the home exit onto Pennsylvania Avenue. Still, seating was limited so guests included family members of Reagan and Vice President George H.W. Bush as well as a smattering of legislative leaders and reporters.

The 1985 swearing-in of the president known as the Great Communicator was televised live. The ceremony was strikingly brief -- a few minutes at most. Reagan placed his left hand on a Bible given to him by his mother, then clearly repeated the 37-word oath recited by Chief Justice Warren Burger.

He then gave first lady Nancy a kiss, posed for a picture and briskly walked with Bush to the North Portico, where the two waved at White House press corps reporters outside.

That Sunday, however, might be better remembered for Super Bowl XIX between the San Francisco 49ers and the Miami Dolphins, which was played at Stanford Stadium in California.

A former California governor, Reagan made the opening coin toss from the White House. It was broadcast on TV via satellite hookup.

Quarterback Joe Montana, MVP of the game, threw three touchdown passes and ran for another in a 38-16 win over the Dan Marino-led Dolphins. The game was watched by some 85 million people.

Obama was sworn in well before kickoff of Championship Sunday games, in which teams vying for this year's Super Bowl will take the field.?

So, why not just skip the rerun swearing-in on Monday?

According to Meena Bose, a professor and presidential scholar at Hofstra University in New York, since the Constitution calls only for a presidential transition at noon and the oath -- and nothing more -- that?s possible. But inaugural celebrations are a tradition that goes back to George Washington.

?It would be a big problem politically for the president and his supporters and fundraisers. I'm not sure it would make a big difference to the public at large if there were no big celebrations, especially for the second inauguration,? Bose said.

?In the 1980s, there was a sense that celebration was good," Bose said. "These are much tougher times now for the country, so it?s certainly an occasion for celebration, but it?s a more workmanlike state of mind now than it was 28 years ago.?

In fact it was so bitterly cold in Washington in 1985 that the traditional outdoor inauguration was moved indoors to the Rotunda at the Capitol.

Reagan's son Ron Reagan, who provides commentary on msnbc, recalls the unusually severe temperatures and how they affected the events that Monday.

"Privileged attendees ended up packed like anchovies under the Capitol dome: family members, justices, new Cabinet members, scoundrels," Ron Reagan said in an email. "At least some of the parade was canceled over concerns that brass instruments would freeze to the lips of young marching band trumpeters, creating a grisly and appalling spectacle."

Obama will take it outdoors to the plaza at the Capitol, where he will take the oath again and give his inaugural address. The inaugural also coincides with Martin Luther King Day. An estimated 1.8 million people, the most ever to attend a inaugural ceremony, attended Obama's first inauguration, and more than 600,000 are expected to attend on Monday.?

The weather forecast is partly cloudy with a high of 42 degrees and a low of 23, according to The Weather Channel.

Woodrow Wilson was the first president to be sworn into office on a Sunday, according to the Joint Congressional Committee on Inaugural Ceremonies website.?Wilson took the office privately in the President's Room in the U.S. Capitol by Chief Justice Edward D. White. First lady Edith Bolling Wilson noted in her diary that she was the only woman present among the officials there that day.

"This simple ceremony (I was the only woman present) was more to our taste than the formal Inauguration which followed on Monday, March 5th," she wrote.

Abraham Lincoln swore the oath in front of an incomplete Capitol dome. Lyndon B. Johnson became president on Air Force One next to a dazed Jacqueline Kennedy. A collection of photographs from past presidential inaugurations.

How To Select Wedding Cufflinks To Suit Your Dress Code

Your selection of a dress code is important in setting the tone, mood and overall presentation of the most important day of your life as a couple. It impacts every aspect of your wedding from the dresses and suits to the invitations and decorations. Indeed, even your choice of wedding cufflinks will be influenced by the dress code chosen for your wedding day.

We suggest that you determine your dress code early on - ideally, when you start making plans for your day. With this decision behind you it will be much easier to decide on the venue, format, theme and all of those other special details that make your day memorable.

Plus, with the dress code confirmed, it's possible to set about finding the right outfits and accessories for your bridesmaids and groomsmen, including that perfect pair of wedding cufflinks. Your cufflink choice will essentially be determined by your dress code and inspired by your theme. Let's look at the options?

Casual Summer Soirees

In the height of summer you may decide to opt for a very casual dress code for your wedding. It's just not practical to have your bridal party and your guests sweating it out in formal wear or suits and ties. This dress code is particularly suited to a beach or garden wedding held in the middle of the day.

Groomsmen will look great in a white shirt and a light weight suit, ideally made from fabric like linen which is cool. They can take off their jacket after the ceremony and still look smart. Simple silver cufflinks or silk knots are the perfect choice for a casual theme.

Lounge Suit Celebrations

'Lounge suit' is an appropriate choice for a more relaxed but still dressy wedding celebration. The lounge suit dress code generally involves a single breasted suit worn with a crisp shirt - a tie is optional depending on the venue and the season. This is the perfect dress code for wedding receptions held in sophisticated cocktail bars or trendy restaurants.

When it comes to cufflinks there is a great deal of scope with a lounge suit dress code. Silver cufflinks, coloured cufflinks and novelty cufflinks are all great options.

Black Tie Banquets

Formal weddings are also very popular, particularly for wedding receptions held in a marquee or at a top restaurant. For men this involves a tuxedo and bow-tie and for women a short or long evening dress. Everyone enjoys getting dressed up and a 'formal' or 'black-tie' dress code creates a special kind of excitement about your celebration.

It's important to choose a classy set of cufflinks that match the formality of the occasion. Look for highly polished silver cufflinks and if you choose to incorporate colour do so sparingly.

Obama to be sworn in for 2nd term at White House

WASHINGTON (AP) ? Formally embarking on his second term, President Barack Obama will take the oath of office Sunday surrounded by family in an intimate inauguration at the White House, 24 hours before re-enacting the ceremony before an excited crowd of hundreds of thousands outdoors at the Capitol.

The subdued swearing-in is a function of the calendar and the Constitution, which says presidents automatically begin their new terms at noon on Jan. 20. Because that date fell this year on a Sunday ? a day on which inaugural ceremonies historically are not held ? organizers scheduled a second, public swearing-in for Monday.

A crowd of up to 800,000 people is expected to gather on the National Mall to witness that event, which will take place on the Capitol's red, white and blue bunting-draped west front. Supreme Court Chief Justice John Roberts, who famously flubbed the oath of office that Obama took in 2009, will swear the president in both days.

Vice President Joe Biden will also be sworn in Sunday in a small, early morning ceremony at the Naval Observatory, his official residence. Justice Sonia Sotomayor, who was appointed by Obama during his first term, will administer the oath of office to the vice president.

Once the celebrations are over, Obama will plunge into a second-term agenda still dominated by the economy, which slowly churned out of recession during his first four years in office. The president will also seek to cement his legacy with sweeping domestic changes, pledging to achieve both an immigration overhaul and stricter gun laws despite opposition from a divided Congress.

But for one weekend at least, Washington was putting politics aside. Obama called the nation's inaugural traditions "a symbol of how our democracy works and how we peacefully transfer power."

"But it should also be an affirmation that we're all in this together," he said Saturday, as he opened a weekend of inaugural activities at a Washington elementary school.

Only a small group of family members is expected to attend Obama's Sunday swearing-in, including first lady Michelle Obama and daughters Malia and Sasha. A small group of reporters will also be in the room to witness the event.

Roberts will administer the oath of office shortly before noon in the White House Blue Room, an oval space with majestic views of the South Lawn and the Washington Monument. Named for the color of the drapes, upholstery and carpet, the Blue Room is not typically used for ceremonies and instead has primarily been a reception room as well as the site of the only presidential wedding held in the White House, between then-President Grover Cleveland and Frances Folsum in 1886.

Later Sunday, Obama and Biden will speak at an inaugural reception attended by supporters.

But the president will save his most expansive remarks for Monday, when he delivers his second inaugural address to the crowd gathered on the Mall and millions more watching across the country and the world. Obama started working on the speech in early December and was still tinkering with it into the weekend, aides said.

The president's address will set the stage for the policy objectives he seeks to achieve in his second term, including speeding up the economic recovery, passing comprehensive immigration and gun control measures and ending the war in Afghanistan. However, aides said Obama would save the specifics of those agenda items for his Feb. 12 State of the Union address.

The president launched a weekend of inaugural activities Saturday by heading up a National Day of Service. Along with his family, Obama helped hundreds of volunteers spruce up a Washington area elementary school.

His shirt sleeves rolled up, Obama donned a pair of rubber gloves, picked up a paint brush and helped volunteers stain a bookshelf.

Obama added the service event to the inaugural schedule in 2009 and is hoping it becomes a tradition followed for future presidents.

Mrs. Obama, speaking to volunteers Sunday, espoused the importance of giving back in the midst of the weekend of pomp, circumstance and celebration.

"The reason why we're here, why we're standing here, why we're able to celebrate this weekend is because a lot of people worked hard and supported us, and we've got a job to do and this is a symbol of the kind of work that we need to be doing the next four years," Michelle Obama said at Burrville Elementary.

With $4.1M In New Funding, MasteryConnect Wants To Give ...

One of the most important roles that technology can play in transforming education revolves around data. Whether that?s by implementing APIs to make student data more transportable (a la Clever and LearnSprout) or creating integrated, cloud-based analytics platforms that give educators more insight into student performance through realtime metrics, finding better ways to make data more accessible can solve some of the biggest problems that are crippling our educational system.

Today, many educators agree that the educational process relies too much on end-of-the-year or end-of-term assessments and standardized testing, and, instead, need a better way to assess their students? mastery of the material during the term so they can make adjustments on the fly ? rather than at the end of the term, when it?s too late. MasteryConnect launched in July 2011 to help solve this problem by offering a cloud-based platform that allows educators to track student progress through their mastery of Common Core standards.

The Salt Lake City-based startup focuses, particularly, on formative assessments ? a type of assessment that involves qualitative feedback (instead of relying on scores) and takes place during the learning process, with the goal of helping educators tweak their activities and approach to teaching with the goal of helping students learn more effectively. MasteryConnect, then, makes it easier for teachers to create these types of assessment and share them with colleagues, parents and students.

MasteryConnect co-founder and CEO Mick Hewitt tells us that another important part of the startup?s mission is to help teachers, parents and schools understand the Common Core Standards, while allowing teachers to help drive the shift away from a situation in which students tend to be over-tested yet under-assessed. Hewitt, whose wife and father are both teachers, says that he hears time and again that teachers go into teacher-parent conferences wanting to explain why their son or daughter got a ?C? grade in Math, and, while they can point to poor grades on homework or tests as a result, they still find it nearly impossible to explain which concepts or lessons they struggled with, which in turn led to the poor grades.

That?s why MasteryConnect created a widget that allows schools to embed Common Core standards into any website so that they can easily look up those standards and better understand the connection between them and the lessons they?re teaching (or learning) and the meaning behind them. In turn, the platform makes it easy for teachers to upload their assessments and answer keys, analyzing feedback from students through the browser or MasteryConnect?s app, which are then graded automatically.

Allowing teachers to drive the assessment process, doing so in the ways that they see fit while getting access to realtime results on those assessments has led to some promising traction. Hewitt tells us that the startup?s iOS and Android apps have seen 500K downloads to date, and standards in these Common Core reference apps have seen 40 million page-views. In turn, its patent-pending technology is now used by teachers in 7,700 districts across the U.S. ? over half of the country?s 15,000-odd districts ? and some 23,000 schools.

To support this growth ? most of which has occurred over the last twelve months ? the startup is today announcing that it has raised $4.1 million in series A financing, a round that will remain open for the next month or so, Hewitt says. Catamount Ventures led the investment, while the second largest chunk came from the Michael And Susan Dell Foundation, with contributions from Deborah Quazzo of GSV Advisors and existing investor, LearnCapital. The new round adds to the $1.1 million in seed financing MasteryConnect raised from Imagine K12, NewSchools and Learn Capital, bringing its total to $5.2 million.

masteryconnect-home

It tends to be unusual to see venture firms investing along-side non-profit foundations, but for Hewitt, it?s an important sign of validation. While the Dell Family Foundation has made a handful of investments in both non-profit and for-profit ventures over the last six years, this represents ?the first equity investment for the foundation in a U.S.-based edtech startup,? Hewitt said today, echoing the company?s blog post on the investment.

As a result of the investment, the Dell Family Foundation required that part of MasteryConnect?s schools be low-income institutions. And while that could be seen as a handicap for an education software startup amidst a space that is traditionally rife with slow sales cycles, the Chief Executive welcomes the requirement, helping it maintain its focus on its core user base: The public school market, both low-income and otherwise.

Not only that, but MasteryConnect wants to help transform education in such a way that learning is driven by teachers and educators, allowing them to decide how assessment data is used in the classroom. Teachers are becoming disillusioned with the types of tests they?re required to administer by the state, with many of them believing that they are far from being the most effective way to measure progress. Instead, MasteryConnect offers teachers an opportunity to do away with the old letter grade standard, using its platform to track student mastery against Common Core or state standards as they go. For both teachers and students, that?s an exciting proposition.

In terms of its business model, MasteryConnect has opted for the freemium approach, offering free accounts to teachers, which allows them to access its Learning Community to find, share and collaborate on assessments, along with including basic grading functionality. Premium accounts, which cost $159/year for teachers or $6/year per student for an entire school or district, allow for more grading capabilities and integration with Student Information Systems (SISes), more robust collaboration and reporting.

Part of the success of the platform thus far, Hewitt attributes to this social component, which allow teachers to collaborate on the most effective ways to create formative assessments and discover which teachers, classes and students perform best under different teaching styles and methods of assessment. Traditionally, assessment in K-12 education has been driven by top-down models, with higher-ups in the district or state determining how testing will be structured, and on what content students will be tested, with pre-determined content from publishers driving the whole process.

MasteryConnect allows teachers to play a greater role in determining what content should be used, how it should be used, and test the efficacy of content and different styles in their own classrooms. While the startup is pushing a greater understanding of the Common Core within education?s ranks, it doesn?t play favorites or put any requirements on how teachers use these assessments. This, in turn, has led to the sharing of 25,000 different types of assessments by teachers via MasteryConnect, and, with its new funding under its belt and the ability to scale its own infrastructure, Hewitt sees a lot more growth in the future.

tyranny haleakala: What Is Ergonomic Balance? | All Fitness Health ...

Number of View: 8

Ergonomic is term we use to create a productive, safe and efficient environment for the workplace, which for my readers is not exclusively the employment environment; it is also the home environment.

Ergonomic balance is the sitting or standing position we use for safe, purposeful and productive activity in an ergonomic environment.

Ergonomic balance is developed through our early childhood development through play and will not change throughout your entire life, unless we want it to change.

If you remain your normal adult weight throughout your lifetime, then there is no reason to change your ergonomic balance as you will not have any balance problems.

However, if you have gained in excess of 5-10 pounds over your normal weight; then your skeletal joints will suffer from the excess weight that has not been accounted for in your ergonomic movements.

The laws of Physics will help you understand this concept, for example: If you look at 2 people of identical heights and weights sitting on a see saw. The see saw will be balanced on both sides.

If this was your body, then your body would be balanced according to normal weight. But say one person puts on 20 pounds in weight. The see saw is no longer balanced and would be totally lopsided to one side.

The see-saw cannot balance because there is too much weight on one side.

In order to make it balanced again, the middle post has to be moved towards the heavier side, so that it becomes balanced again.

In other words, the balance of your skeletal joints has to be modified, in order to accommodate this extra weight on your body.

Your body is unable to do this, because your bodys autonomic nervous system is only designed for your normal weight. It cannot accommodate any changes in body weight, because you are not supposed to have excess weight.

You need to make this change yourself, or you will start getting pains in your skeletal joints that will gradually become worse, until they become a chronic problem.

Ergonomic balance is the way that you sit or stand for performing productive, safe and efficient movement and efficient movements.

If you remain the same weight throughout your life time, your ergonomic balance will be within normal limits and you will not have any pains in your joints, unless you have a specific medical condition.

If you weight more than you did in your early adult years, then you may be suffering from skeletal discomforts that will not go away.

You either need to lose that extra weight that you are carrying, or you need to recalibrate your skeletal joints, so that they make allowances for this extra weight.

FCC pushes for gigabit broadband in all 50 states by 2015 | Politics ...

FCC Chairman Julius Genachowski speaks at CTIA 2012 in New Orleans.

(Credit: CNET/Marguerite Reardon)

The Federal Communications Commission's chairman, Julius Genachowski, wants to see gigabit speed broadband services in all 50 states by 2015.

At a meeting of U.S. mayors in Washington, D.C., today, Genachowski called on municipal leaders and service providers to deploy gigabit speed broadband in at least one community in each of the 50 states in the next two to three years. Genachowski said that by participating in the "Gigabit City Challenge" communities would turn themselves into innovation hubs that would create valuable jobs for its citizens.

Genachowski has been a big proponent of faster broadband speeds for a long time. In the National Broadband Plan the FCC presented to Congress in 2010, he set a goal of getting 100Mbps broadband to 100 million households by 2020. Now the chairman has upped the ante with his challenge to get speeds to 1 gigabit per second.

Delivering broadband at 1Gbps is nothing to sneeze at. That's 100 times faster than today's average Internet connection. And building such networks can be expensive since they require investments in infrastructure. But Genachowski said that those investments will be well worth the expense.

"American economic history teaches a clear lesson about infrastructure," he said in a statement. "If we build it, innovation will come. The U.S. needs a critical mass of gigabit communities nationwide so that innovators can develop next-generation applications and services that will drive economic growth and global competitiveness."

Only 42 communities across 14 states already have ultra-high-speed broadband, according to a report the FCC cited. Google is one company that has been pushing the idea of gigabit networks. Last year it launched a gigabit broadband network in parts of Kansas City, Mo., and Kansas City, Kansas. And the city is already seeing strong demand for the service, the FCC said.

In some communities the push for gigabit broadband services has come from local municipalities and utilities that have installed fiber directly to people's homes. Cities such as Lafayette, La., and Chattanooga, Tenn., have been at the forefront of the municipal fiber movement.

The FCC says that the fiber network deployed to 170,000 homes in Chattanooga helped lure big companies like Volkswagen and Amazon to the community, which has created more than 3,700 new jobs over the past three years in Chattanooga.

A private/public partnership program called The Gig.U was started a couple of years ago to help bring communities with universities together with broadband service providers to create high-speed networks in those communities. The project has already helped bring $200 million in private investment to build ultra-high-speed hubs in communities of many leading research universities. One such project currently being developed is a joint venture between the University of Washington and a private Internet service provider to deliver gigabit service to a dozen area neighborhoods in Seattle.

The FCC hopes the Gigabit City Challenge will further these types of efforts. The FCC hasn't committed any funds to the "Gigabit Challenge," but the agency said it will help communities create an online clearinghouse of best practices to help educate local officials and local service providers on the most cost-effective ways to increase broadband deployments.

The agency will also hold workshops on gigabit communities to educate the public about the benefits of these networks and to bring community leaders together to evaluate barriers, increase incentives, and lower the costs of speeding gigabit network deployment.

Mayors such as San Francisco's Edwin Lee said he fully supports the FCC's efforts. And he hopes the support from the federal government will help bring faster speed broadband to his city.

"Expanding high-speed, broadband Internet is a goal that directly supports San Francisco's economic development strategy," he said in a statement. "The innovation economy of the 21st century that thrives in our City depends on creating a connected country, and the FCC's efforts will help provide needed technological advancement that will create jobs and benefit the residents of San Francisco."

Stepparenting & Blended Families

If you are divorced, or are contemplating divorce, you?ve probably heard the diatribe: Divorce is messy. Divorce is a tragedy. Divorce will scar your children for life.

Befriending Your Ex challenges many of these destructive myths about divorce, and sets out to change the way we think about the process of divorce and its ultimate outcome. While divorce certainly can have negative effects upon children, when they occur, these effects are likely to result from a hostile and combative relationship between ex-spouses. This uplifting book reminds the reader that all divorces need not follow this unhappy script, and that ex-spouses can collaboratively co-parent and be a source of support, not only to their children, but to one another as well.

Author Judy Rabinor?s ability to write as both a divorcee and a psychologist gives her a unique perspective on the subject, and in the book she artfully and thoughtfully combines research, clinical practice, and the everyday reality faced by a divorced parent. As a guide for parents, this book is filled with practical exercises, suggestions and strategies for coping with anger, grief, and loss, as well as the myriad of day to day issues involved in co-parenting after divorce.

Story after story?including Judy?s own story?reminds the reader that once the emotional tsunami of divorce settles back down, exes can be connected and supportive to one another as they share a major joy: loving and raising children and grandchildren, enjoying the family they have created, and creating a new family unit to evolve in the wake of divorce.

Bears to name Marc Trestman coach, NFL source says

The Bears took a swing for the fences by choosing Marc Trestman to be the 14th head coach in team history, an NFL source told the Tribune early Wednesday.

The Bears made it official with a news release shortly after 4 a.m. Trestman will be introduced Thursday at a 10 a.m. news conference.

Trestman is a somewhat unconventional choice, having been out of the NFL for eight years. But he also is a proven winner, having won back-to-back Grey Cup championships as coach of the Montreal Alouettes in the Canadian Football League. Trestman has a 64-34 record in five years as a head coach.

In addition to having head coaching experience, Trestman is a quarterback guru who has spent most of his professional life coaching passers. Clearly, he is being brought to the Bears to get the most out of Jay Cutler and whoever else lines up under center during his tenure.

Trestman, 57, was Bernie Kosar?s quarterbacks coach at the University of Miami in 1983, when the Hurricanes won the national championship. In the NFL, Kosar, Steve Young, Scott Mitchell, Jake Plummer and Rich Gannon played well under Trestman?s guidance. Gannon won the 2002 Most Valuable Player award while being coached by Trestman on the Raiders.

?The skill set that Marc has, being an offensive mind, and then his great relationships that he's had with quarterbacks historically in the NFL and the work he's done with them makes him a good fit for the job,? Alouettes general manager Jim Popp said.

?A lot of guys want to be head coaches. Some leave the NFL to go to NCAA schools, and then once they've proven themselves, all of a sudden those college coaches are some of the hot commodities to be an NFL coach. It's no different. Coach Trestman has run a professional team as a head coach for five years. He's had a winning record for five years. He's proven himself as a head coach at a professional level. You can call it what you want, but on-hand training as a head coach and proof goes a long way, goes a real long way. You can't replace that.?

Trestman should know what he is getting into with Cutler. As a consultant, he worked with Cutler to prepare him for the 2006 combine. Among other players he worked with before their drafts are Jason Campbell and Tim Tebow.

Trestman?s appointment should not come as a surprise to Fox analyst Jimmy Johnson, who was Trestman?s boss at the University of Miami. Johnson tweeted Jan. 11 that it ?looks like? Trestman would be getting the Bears job.

Trestman was one of 13 known candidates to be interviewed for Lovie Smith's old position. While Trestman, Colts offensive coordinator Bruce Arians and Seahawks offensive coordinator Darrell Bevell received second interviews, Emery's final decision is believed to have come down to Trestman vs. Arians. Eight of the candidates had offensive backgrounds.

Trestman's final interview was Monday. Arians and Bevell met with Emery on Tuesday. None of the coaches knew Emery's decision until early Wednesday morning.

Interestingly, Smith nearly hired Trestman in 2004 when he was looking for an offensive coordinator. Instead, Smith settled on Terry Shea, and Trestman became Dave Wannstedt?s quarterbacks coach with the Dolphins.

Trestman also interviewed for the Browns? head coaching vacancy this month, as well as the Raiders? offensive coordinator position. Last year, he interviewed for the Colts? head coaching job.

Trestman is known for a cerebral, measured approach.

?One thing about him that is a strength is his ability to listen,? Gannon said. ?He takes feedback. Marc has always been the type of guy who can sit down with you and talk about things. What do you like about this? What don?t you like? His feedback is excellent. And he has an ability to be honest with you. Somebody needs to be honest with Jay Cutler.?

Trestman?s plans for the defense are unknown, but there?s a good chance he will retain coordinator Rod Marinelli and some of the other defensive assistants. Quarterbacks coach Jeremy Bates also is a possibility to stay. Trestman previously worked with Bates? father, Jim.

Trestman played quarterback at the University of Minnesota and Minnesota State-Moorhead. He was with the Vikings for two training camps as a defensive back.

Trestman also graduated from the University of Miami School of Law and has been a member of the Florida bar since 1983. He took a few years away from coaching in the early ?90s to practice law. He is the author of the book ?Perseverance: Life Lessons on Leadership and Teamwork.?

Trestman and his wife, Cindy, have two daughters, Sarahanne and Chloe.

An expected 7% rise in gasoline prices will save Brazil's state-run oil company Petrobras (NYSE: PBR) 600mn reais (US$294mn) a month, according to Rio de Janeiro energy consultancy Centro Brasileiro de Infraestrutura (CBIE).

The federal government is set to raise gasoline prices for the first time in almost 10 years next week, local daily Estado de S Paulo reported on Tuesday.

In addition to the gasoline hike, diesel prices are expected to jump 4-5%.

It will bring to an end the government's decade-old policy of subsidizing fuel prices in a bid to curb inflation.

According to CBIE chief executive Adriano Pires, the government will attempt to avoid inflationary pressure by raising the percentage of ethanol in the fuel admixture from 20% to 25%.

The discrepancy between what Petrobras pays for fuel imports and revenue gained from domestic sales is forecast to fall from 15.9% to about 8% as a result of the measure.

"But the impact on diesel will be very modest because the current discrepancy is more than 23%," Pires said.

Analysts say the government's fixed-price strategy is largely to blame for Petrobras' poor financial performance in 2012. The company reported a 12% year-on-year decline in third quarter profit to 5.57bn reais.

    Identity crisis in the GOP

    By David M. Shribman?/?Pittsburgh Post-Gazette

Let's start with two unavoidable truths: The country's fiscal crisis has not been addressed. The battle to redefine the Republican Party will occur long before any presidential candidates land in Iowa and New Hampshire.

Congress addressed barely a fraction of the economic conditions it was hired to fix. The battle over spending has yet to begin -- and the one about entitlements hasn't even been engaged.

The struggle over the future of the Republican Party? It won't wait until campaigning for the caucuses on the prairies and the primary in the mountains three years from now.

Republicans may be talking wistfully about Jeb Bush and Bobby Jindal, but the fact that I have to tell you Mr. Jindal is the governor of Louisiana tells you how premature -- how beside the point -- the presidential speculation is.

The GOP problem has many dimensions. One is that a dozen Republicans voted against the re-election of their own speaker. One is that that speaker was rendered irrelevant by his own caucus during the December drama over the fiscal cliff. Another is that the Republican caucus in the 113th Congress may be even more militant than the one in the last Congress.

But there is more. The division between the Republicans' isolationists and neoconservatives has never been addressed, let alone healed, and the nomination of former GOP Sen. Chuck Hagel to be defense secretary will likely exacerbate those tensions. The other division in the party -- the one between regulars and Tea Partiers -- is far deeper and far more significant than the GOP split of the last generation, between religious conservatives and economic conservatives.

That division may have grown in the past week, with the swearing-in of new lawmakers who received big contributions in their tea cups for the fall election. These legislators would have voted against the fiscal cliff legislation -- and would have added to the chorus of those criticizing House Speaker John Boehner of Ohio, increasingly the symbol of fecklessness and compromise, two words melded in meaning in the capital in recent years.

These lawmakers will oppose any compromises with the president and will do so with political impunity. Some of them won Republican primaries against establishment figures who might have been lured into a grand bargain, or even an itty-bitty bargain. Their financial supporters and their districts will back them -- will cheer them on -- if they foment rebellion.

Capitol Hill hasn't see a generation of newcomers like the ones from the last two elections since the Watergate class of 1974, and those Democrats changed Congress indelibly. If you doubt it, consider whether the phrase "campaign finance reform" would have any meaning whatsoever if those Watergate babies hadn't been elected. Five of these political mastodons remain in Washington 38 years later. Their average American Conservative Union rating for 2011, the latest year for which figures are available, was under 6 on a scale of 100. Two of the three members of the Utah House delegation won ratings over 95.

All of this ferment on the right would be startling to a visitor from another age, accustomed to viewing Republicans as bland oatmeal, preoccupied by debts and deficits (but in many cases being dependable -- in fact, indispensable -- advocates for measures to extend rights to Americans left out or falling behind).

And yet the beginning of all wisdom in today's Republican Party is that the party's record against President Barack Obama is 1-4.

The GOP's lone victory came in the 2010 midterm congressional elections, which is not insignificant; it changed the chemistry of Congress. But its defeats are perhaps more important: the president's two election triumphs, the passage of Obamacare and last month's fiscal cliff. Mr. Obama, the only Democratic president in three-quarters of a century to win a majority victory twice in a row, may not have a ferocious fastball, but he has mastered the slider and the curve.

He has also struck out the speaker repeatedly. It is Mr. Boehner's sad lot to fight a two-front war, one with the president, the other with the firebrands in his caucus. He says he won't negotiate with the president anymore. He can't avoid negotiating with his own members.

The rebellion he faces has few precedents, the most recent being the emergence in the 1980s of the Boll Weavil Democrats, who favored tax and spending cuts. Democrats then could defect to the other party -- Phil Gramm of Texas was the most prominent -- but that option is not available to today's rebels. They're stuck in the GOP, and the GOP is stuck with them.

The Republicans -- all of them, not just the rebels -- now are saying that the passage of the New Year's Day fiscal-cliff legislation marks the end of the tax debate and the beginning of the spending debate. They may be right. But not necessarily.

If they define tax increases as any increase in revenues through direct assessments on taxpayers -- and many do -- they may be wrong. Some proposals to shore up Social Security involve increased revenues, perhaps by lifting or eliminating the income ceiling on individual contributions, now set at $113,700. (By the way, wasn't the quiet elevation of that ceiling by $3,600 at the start of the year a tax increase?) And that's only one example.

The Republicans have put away the tax tool. Mr. Obama may not have.

An equally vital question is the face Republicans present to a public that is undergoing dramatic demographic changes and that signalled only two months ago that it is moving away from the Republicans. Stated simply: The Republic is growing less white while the Republicans are growing more so.

The two unavoidables are haunting the GOP: death (of the old political demographics) and taxes (of any sort).

The other day BuzzFeed, a source not ordinarily cited on op-ed pages, declared the presidential election in the Czech Republic "the most interesting election in the world." They might be right. Don't miss the candidate with the facial tatoos.

But there is almost no contest for the crown for the most interesting political party in the world. It's the party that for decades was the dullest party in the world. Praise the Lord and pass the teacup.

In order for young men and women to receive a proper education and become valuable assets in the workforce, they must have a firm understanding of how financial aid works and how to apply for it.

According to recent figures released by the National Center for Education Statistics, roughly two-thirds of American undergraduates receive some form of financial aid for college; the average recipient was given $9,100 for the 2007-08 academic year. Of those who received any aid, 52 percent obtained grants averaging $4,900; 38 percent took out student loans averaging $7,100; 7 percent earned an average of $2,400 from work-study jobs; 4 percent had parents who took out Parent PLUS Loans averaging $10,800; and 2 percent received veteran?s benefits averaging $5,400.

According to Federal Student Aid, a branch of the US Department of Education, students have several options for obtaining academic financial aid. Federal Pell Grants are typically given to first-time undergraduates, though exceptions can be made for graduate students who wish to earn a teaching degree. For the 2012-13 academic year, the maximum Pell Grant comes to $5,500; however, the amount is determined by a number of factors, including tuition costs for a particular school, academic status (full- or part-time), and the individual financial needs of the applicant. Regardless of the amount received, students are not obligated to ?repay the grant.

Other US government-funded grants are available, as well. Federal Supplementary Educational Opportunity Grants ?(FSEOGs) award between $100 and $4,000 per year to applicants. Students with high financial need are typically considered first. Like the Pell Grants, FSEOGs are not repaid by the students; unlike Pell Grants, however, FSEOGs have limited allotments, and can only serve students on a ?first come, first served? basis. Teacher Education Assistance for College and Higher Education (TEACH) Grantsalso award up to $4,000 per year. However, recipients must agree to teach in a ?high-needs field? for at least four years within eight years of completing the academic program. Furthermore, the four years must be spent at a school or educational service agency that enrolls low-income students. Iraq and Afghanistan Service Grants award up to $5,500 to students that lost a parent or guardian during the recent military conflicts. In order to receive this grant, applicants must have been under the age of 24 when their loved one was killed, and they must meet all Pell Grant requirements (with the exception of ?Expected Family Contribution?).

Scholarships are similar to grants, in that they are not repaid. But rather than coming from federal money, scholarships are provided by academic institutions, employers, non-profit organizations, religious entities, and other various groups and agencies. Many scholarships are awarded to men and women who display strong academic proficiency, specific skills or traits (such as athletic talent), or a combination of both. Other scholarships target certain demographics, such as women, people from particular geographic areas, and minority groups. Scholarship amounts vary greatly. Some are one-time amounts, or small stipends on a semester-basis; some are tied to grades, while others are totally no-strings. The most coveted scholarships cover the entire cost of four-year tuition.

Students can access scholarship data from a variety of sources. Most colleges and high schools have some type of financial aid office that will provide information on available scholarship opportunities. School counselors are also helpful in this area.

Other resources include federal and state agencies, public libraries and databases for academic foundations and/or community organizations. USDE cautions applicants that while most scholarships are legitimate, some are scams that can hurt one?s credit score and financial standing. Thorough research should be conducted prior to application for any scholarship, and cross-checking is essential before handing over sensitive personal information like Social Security Number.

Student loans are different from grants and scholarships in that they must be repaid once the recipient has concluded his or her academic program. The US Government offers two primary types of student loans: subsidized and non-subsidized. Subsidized loans are awarded to students with a high degree of financial need. The US Government will finance interest on subsidized loans while the student is enrolled in college courses at least part-time, as well as during the first six months after completion of a degree. Deferment of loans also applies to certain individuals (such as active military members and Peace Corps volunteers) for indefinite periods of time. Non-subsidized loans are awarded to any student, regardless of their financial need; however, each recipient is required to pay interest as long as loan payments are still outstanding. For both subsidized and non-subsidized loans, school officials determine the amount awarded to each student. All government loans are subject to income-based repayment, which allows the recipient to repay based on their gross earnings (and not the outstanding debt).

In addition to subsidized and non-subsidized loans, the federal government offers loans to applicants who meet certain criteria. For example, PLUS loans target expenses that are not covered under financial aid. The amount awarded to any given student is calculated by subtracting all other received financial aid from the total cost of tuition and attendance at his/her school. Typically, PLUS loans are awarded to either graduate students or parents of financially dependent undergraduates. The borrower must have a solid credit history, and agree to repay the loans at a fixed interest rate of 7.9 percent. Perkins loans, on the other hand, are typically only awarded to students with ?exceptional financial need,? and are repaid at a fixed interest rate of 5 percent. In this case, the academic institution acts as the loan lender, and payments are made to the school?s loan servicer.

Many students and parents of students opt to receive privately funded student loans from lending agencies such as banks, credit unions and academic institutions. However, since privately funded student loans do not carry fixed interest rates or honor income-based repayment, they tend to be the more expensive option. Most will require students to begin repayment during their education, and variable interest rates for these loans can reach as high as 18 percent. There are also additional requirements for private loans, such as proof of good credit history and a co-signer who is able to cover the bill if the recipient is unable. Private loans rarely allow for loan deferment or forgiveness.

Many resources are available to students who wish to receive financial aid, and to simplify the search process. ?FinAid.org offers a comprehensive list of various financial aid opportunities (such as grants, scholarships and loans), as well as useful articles and graphs that clearly illustrate the academic lending process. ED.gov, a site maintained by the US Department of Education, features information about federally funded financial aid, as well as links to applications, loan consolidation agencies and an archive of student aid-related publications.FedMoney.org provides a list of more than 240 government financial aid programs, including fellowships and traineeships. Finally, The National Student Loan Data System features information provided by schools, guaranty agencies and various lending programs, and comfitures guidelines for servicemen and women who wish to receive funding for a college degree.

Navigating the maze of available financial aid can be tricky for today?s prospective students. Fortunately, a myriad of online resources are available that outline various lending policies, explain program qualifications and enable each student to make the best choice when it comes to receiving educational assistance.
